Is preventive maintenance tracking still too weak in most roasteries even after repeated downtime?

Everybody says preventive maintenance matters, but many teams still remember service tasks only after airflow drops, burner behaves strangely, or one small part fails during rush week. If the pain is already known, why is maintenance tracking still weak in so many operations?
