Do local coffee communities need code of conduct, even if still small?

I have been thinking a lot about code of conduct for a small coffee community because healthy community spaces do not happen by accident. The idea sounds easy when people talk about it casually, but once we try to make it repeatable, many hidden problems appear: energy, time, coordination, and different expectations.

I think code of conduct for a small coffee community becomes difficult when one person carries too much invisible work. Community feels organic from outside, but inside there is always maintenance.
