Are more roasteries keeping critical spare parts on-site after small failures caused long downtime?

More teams now seem willing to keep critical spare parts on-site even when the parts are not used often. One small failure can freeze production longer than expected if replacement has to travel first. Are on-site critical spares becoming normal now after many operations learned this lesson the hard way?
